At Student Transportation of America (STA), safety is more than a compliance requirement – it’s a shared mission, a core value, and a driving force behind every decision we make. Over the years, STA has emerged as a leader in student transportation by embedding safety deeply into our culture. A key figure in this transformation has been Shelly Hall, our Senior Vice President of Health & Safety, who has brought a bold vision and years of safety experience to the STA Family. 

Safety from the Ground Up  

Throughout her career, Shelly has built a strong foundation in both operational efficiency and employee wellbeing. “I started in the insurance space providing loss control services to a variety of businesses, including UPS,” she explains. “I then moved into the transportation sector, working as a regional director and senior executive for a public transportation contractor.”  

When the opportunity with STA presented itself in 2017, Shelly saw a chance to help shape something new and meaningful. “STA was growing so fast, and I felt it was a great opportunity to shape a growing company’s safety department and safety culture,” she says. “In many respects, the safety program was in its early stages and there was so much opportunity to bring a new and innovative approach.” 

What followed was a collaborative effort to build a best-in-class safety team, with many of Shelly’s former employees joining her at STA. “We transport precious cargo,” Shelly says, “and our team’s focus is ensuring those that do this on a daily basis are prepared and that safety is core to everything we do.” 

The mission was clear: to create a culture where every employee feels ownership over safety outcomes. For Shelly, the turning point came when she grasped the full scope of responsibility. That realization became a powerful motivator to elevate safety company-wide. 

“The enormity of responsibility hits you when you know how many employees and students are part of what we do,” she shares. “You feel a sense of pride and ownership in creating a safe place for employees to work, and you strive to ensure our students make it to and from school safely.” 

Transforming Systems & Standards 

“Safety” can be defined as the avoidance of risk, or freedom of risk. But across the STA Family, it means so much more. And for Shelly, one of the first orders of business was modernizing STA’s safety processes. “My first goal was to build a strong team of seasoned safety professionals and ensure we were all moving in the same direction,” Shelly reflects. Together, the team standardized policies, refined expectations, and implemented advanced systems to automate and improve processes – starting at the very beginning, with the hiring stage. 

“We upgraded many of our old programs with new and improved modules and fully integrated these systems to make ongoing oversight easier,” Shelly adds. The transformation spanned everything from qualification reviews to training programs, demonstrating STA’s holistic approach to safety. 

But STA doesn’t just set high safety standards. We celebrate them. “There are both national and local recognition campaigns around safety,” Shelly explains. STA partners with key organizations like National Interstate and Avatar Fleet to recognize outstanding safety performance, including child check compliance, systems integrity, and safety audit scores. 

At the regional and local levels, employees are honored for years of service, safe driving records, and consistent adherence to safety metrics. “It’s important because it reinforces our shared values and keeps safety at the forefront of every operation,” says Shelly. 

Leadership That Builds Future Leaders 

STA’s safety team is structured to support excellence at every level. “We have the brightest safety minds in the industry, with some who have advanced from within and others coming to us from different transportation backgrounds,” Shelly notes. Regional Safety Directors play a vital role in supporting hiring, training, compliance, and recognition efforts across the company. 

“I try to lead by example,” Shelly says, “supporting the team as much as possible along the way. Passion is contagious, and I am passionate about safety.”
